This is a passage from the book of Isaiah. Publicised when the people of Israel already existed as 2 States (ruled by 2 kings) and facing occupation by large and advanced empires Babylon (what is generally Arabian countries) and Egypt.(including most of North Africa). Some commentators have classified the future society under the rule of the Messiah as a glamorous and sinless city (streets paved with gold, enough food to sustain the life and wellbeing of people, actual presence of God), the rest have described the return of the physical universe to the time before humankind first sinned against God - Paradise or Eden. In Chapter 51, the picture of Paradise is depicted (so, no one could choose from Jerusalem during Solomon's reign the hanging garden of the Babylon. or the imperial riversidel town of Memphis, Egypt)
